Use of Volunteers for Oil Spills Memorandum of Understanding (2012)

This Memorandum of Understanding (MOU) between the U.S. Coast Guard (USCG), Environmental Protection Agency (EPA), and the Corporation for National and Community Service (CNCS) describes the major responsibilities of each Party in developing and supporting an unaffiliated volunteer management program to be implemented following an oil or hazardous substance pollution incident as requested by the USCG/EPA On-Scene Coordinator (OSC).
