The Criminal Investigation and Environmental Response Memorandum of Understanding (CIER MOU) addresses concerns expressed about potential conflicts between criminal and civil investigation/enforcement and environmental response activities at emergency incident sites. The MOU recognizes that protection of public health and safety is of the highest priority for both environmental responders and law enforcement personnel.
