Criminal Investigation and Environmental Response Memorandum of Understanding (2001)

CIER MOU addresses concerns expressed about potential conflicts between criminal and civil investigation/enforcement and environmental response activities at emergency incident sites. The MOU recognizes that protection of public health and safety is of the highest priority for both environmental responders and law enforcement personnel.

Joint Information Center (JIC) Model (2000)

A plan for conducting crisis communications during emergency responses that necessitate collaboration of multiple organizations to provide timely, useful and accurate information to the public and other stakeholders. The JIC Model works within the structure of ICS/UC while seeking to accommodate responses conducted under the FRP, FRERP, NCP or WMD/terrorist incidents.

ICS UC Technical Assistance Document (2000)

Provides guidance to all responders who are part of the NRS on the organizational management concept of an Incident Command System (ICS) led by a Unified Command (UC) for emergency response (updated from the 1996 ICS/UC TAD).
