Executive Orders
| | Amendment to Executive Order 12580 delegates Comprehensive Environmental Response, Compensation, and Liability Act (CERLA) Section 106 authority to the Federal Resource Managers. Federal Resource Managers are prohibited from using this authority at any vessel or facility where EPA or the Coast Guard is the lead federal agency for the conduct or oversight of a response action. The Federal Resource Managers must obtain EPA or the Coast Guard's concurrence before the use of Section 106 authority. |
Homeland Security Presidential Directives
| | On October 29, 2001 President George W. Bush issued the first and second in a series of presidential directives governing homeland security policy. On November 25, 2002 President Bush signed a bill creating the Department of Homeland Security (DHS) whose primary mission is to protect the United States from any form of threat. Since the creation of DHS, the President has issued further Homeland Security Presidential Directives (HSPDs) that continue to record and communicate presidential decisions concerning the homeland security policies of the United States. |
